PBL Netherlands Environmental Assessment Agency Report – Greening the CAP
The report "Greening the CAP: An Analysis of the Effects of the European Commission's Proposal for the Common Agricultural Policy 2012-2020", published by the PBL Netherlands Environmental Assessment Agency, offers a comprehensive analysis of the effects of the European Commission's proposals for the Common Agricultural Policy 2014-2020.
The report suggests that the impacts of the greening measures of the EU Common Agricultural Policy (CAP) towards a sustainable development of the European agricultural sector seems to be relatively small, although Member States must assign 30% of their Pillar 1 budget to these measures, which is a total annual amount of 13 billion euros. The report states that greening measures tailoring the proposed ecological focus to local conditions and promoting the formation of a green infrastructure would be more effective.
In addition, it comes to the conclusion that the attribution of 5% - 10% of the total CAP budget to stimulating more sustainable animal husbandry systems may solve persistent issues in intensive livestock production regarding environmental quality and animal health and welfare.
