Do Policy Impact Assessment Processes Promote Environmental Policy Integration?

The dissertation project examines in how far IAs support EPI. Two conflicting theories are applied to analyse whether it is context or policy which determines IA processes and the degree of EPI. Four IA processes in Great Britain and Germany on two EU Directives as case studies are compared.

To explain the patterns of use of policy assessment tools, scholars have investigated the practices of policy officers. However, the policy-relevance of the tools as determinant of their use has not been investigated yet. Nilsson et al (2008) call for a clear distinction between daily practices and the more depoliticized “transition arenas".

Little attempts have been made to explain variation in EU law compliance among the CEE countries. Analyzing the implementation of the so-called Environmental Impact Assessment Directive, the PhD thesis will explore to which extent theoretical approaches explaining compliance variation within the “old” EU-15 can be applied to the "new" EU-8.
